Wanna Nail the Biggest Red Light Runner of them All?

Who is really responsible for a majority of Red Light Running?  Your local government, that's who.

There are two nearly identical roadways which have a red light camera planted at intersections.  Each has a measured speed of traffic identical to the other.  Each carries the same number of vehicles (within 2%).  In one typical month one camera spotted 241 straight through violations while the other only 29.  The straight through type of violations are the ones the cameras are supposed to reduce, right?

The reason that one is less safe than the other is that one has a yellow light which is 1/2 second shorter than the other.  Any intelligent person would question why keep one so short.  If a traffic engineers knew this how could they justify the shorter light in terms of safety?  The traffic engineers, the police, and each member of your City Council know about this.  So, who is responsible for the high level of red light running in this example as well as others around town?

Those responsible for much of the red light running are not necessarily the ones pictured on the photo tickets.
