Make the treacherous journey to cross the southern US border? Pay half a million dollars to get an EB-5 Foreign Investor visa? Why go through the trouble, when there is a much easier way to enter the United States undocumented: enrolling in college. The Center for Immigration Studies has released a backgrounder, detailing the use of Marginal Schools for Migrants (MSMs) as a method of gaining entry into the US. The SEVP program licenses 16,116 programs to grant visas to foreign students; the Center estimates that approximately 900 of these institutions are unaccredited by the Department of Education, yet are still licensed to bring foreign students into the United States. While the Department of Homeland Security (DHS) has investigated a handful of these institutions, many still exist that are questionable at best when it comes to the efficacy of their programs.
It may sound like an insignificant threat—until one realizes that a number of these SEVP-licensed schools are aviation academies, just like those that trained the 9/11 hijackers. Flying under the radar, quite literally, allowed the pilots to enter the United States quite easily. While this is an extreme example, it shows just how convenient it is to enter the US through an unaccredited SEVP program, and how easily such an “opportunity” could mean dire consequences for the United States.
