Paseo Padre Pkwy and Decoto Rd Intersection Traffic Signal Lights

Do any drivers who frequent these signal lights. Notice the short amount of time allowed. Before the turn arrows change from green to red?

When I am going to make a left hand turn. I notice two cars are not able to complete the turn. I believe the time allowed should be longer.
